How did the suggestion occur?

The birth rate in Lithuania is small. Those fees were applied in the Soviet Union to the people from 18 and small families. I've never known!!!!

How serious is the suggestion?

Generation of my parents and their parents think it could be a nice solution! :D

Really funny: the effort to control what is very delicate & actually uncontrollable...

I know some asocial families which have many children or adopt many children just to get the compensations from the government. So is this the real solution?

It is important to understand that everything is connected in the society and every solution not to the real problem embraces another problem!!

Thanks to a great book I've read I now know how to name what I lacked in politician's, manager's or simple people actions: systemic thinking. Simply talking, it means seeing the broad perspective instead of the narrow one piece of the puzzle. Seeing the connections and consequences when they occur later in time or further in the distance!
